NIAA Board approves portions of realignment
The Nevada Interscholastic Activities Association’s Board of Control approved Wednesday (Mar. 10) during its regularly-scheduled spring meeting at the Silver Legacy in Reno just two aspects of the emergency realignment proposal. The portions approved were the 2A-3A Northern combination and the ensuing 4A realignment (losing three schools to the 2A-3A). The 1A-2A Southern combination, the 1A Northern realignment and the 3A-4A Southern combination did not pass per the (negative) recommendations of those schools/districts.
The new alignments will go into effect in the fall 2010 and remain in place for two school years (fall 2010 through spring 2012). Tournament formats were not discussed; league/region and state qualifying procedures and post-season tournament brackets will be considered at the June meeting (tentatively scheduled for the 16th & 17th in Reno).

In other action…
The Board approved an amendment to the NIAA’s Pre-Participation Physical Evaluation form to allow physician’s assistants and advanced nurse practioners (all under MDs and DOs) to conduct those examinations. The NIAA will next (in late spring or early summer) reconvene its Medical Advisory Committee to further examine the form and address the allowance of chiropractors to administer the physicals.
The Board approved the induction of 10 former Northern Nevada athletes/coaches /officials/contributors to the NIAA Hall of Fame – Jack Beach (athlete, Churchill County High School); Glenn Carano (athlete, Wooster); Ken Dalton (football coach, McQueen); Lyle Damon (boys basketball coach, Virginia City and Hug); Bob Gallagher (athlete, Virginia City); Wint King (boys basketball coach, Mineral County, Churchill County and Reno); Glenn Miers (football and basketball official, Northern Nevada Officials Association); Phil Person (track & field coach, Yerington, Wooster and Sparks); Link Piazzo (contributor, Reno) and Alana Williams (girls basketball coach at Carson).
The Board approved NIAA Lifetime Passes for Ed Feinhandler (former coach at Sparks High School) Kirk Brotherson (former coach at Virgin Valley High School) and Charles Hurley (former Athletic Director at Virgin Valley). Prerequisites to earn a NIAA Lifetime Pass can be found in the NIAA Handbook (publications) under NAC 386.871.
The Board approved the opening of a Coordinator’s position in Southern Nevada. The job’s requirements to apply, description of duties, pay range, and other aspects will be published at the end of this school year. The position is to become effective in July.
The Board also approved amendments made to the "NSOA Constitution", revised and now titled the "NIAA Officials Association Constitution", in full. Sanctioning of applicant officials associations will be brought to the Board for approval at the June meeting.
In various (here selected) discussion items…
The Board will continue to evaluate and create regulation(s) pertinent to the conduct of coaches, including but not limited to use of improper language and required appearance / dress code.
The Board will discuss in its June meeting a proposal from the Southern Nevada 4A cross country and track coaches to conduct the state meets two times in the Las Vegas area out of every three years (4A meets only).
Henderson International will close at the conclusion of this school year. Per NIAA transfer regulations, these student-athletes will be permitted eligibility at another private school or their zoned public school. Other transfers would be subject to NAC.
The Board will issue strong reminders than a new coach (regardless of teaching and/or administrative certification) is subject to the NIAA’s Coaching Education Program requirements.
The Board gave its blessing for the Class 1A, 3A and 4A state baseball championship-specific games to be contested in the Reno Aces (MLB-AAA) Park. The Class 2A finals (on a two-day schedule rather than a three-day schedule) will rotate in the next time these games are contested in a non-school stadium (using a combined format).
The Board will consider at its June meeting a proposal from the 1A cross country coaches to conduct its own state meet (not affiliated /combined with the 2A) based on the number of teams (minimum of nine) offering the sport.
The Board will further consider at its June meeting a request from the Southern Nevada golf coaches to commence actual tournament play before the set seasonal start date on the NIAA’s Activity Calendar. The proposal will be considered because of course availability/closures (over-seeding) during both the boys and girls seasons.
The Board will also consider during its June meeting the full implementation of a 48-person bracket for the boys and girls region tennis tournaments (singles & doubles).
